The PHIERS 80/20 Care Principle
Most appropriate routine healthcare needs can be handled through qualified TeleCARE at far lower cost. In-person, hospital, emergency, specialty, and catastrophic care remain protected for the needs TeleCARE cannot meet.
To the House of Representatives:
- Authorize HHS and CMS to make qualified TeleCARE available now as a voluntary routine-care pathway throughout applicable CMS-supported healthcare programs, while preserving comprehensive and catastrophic protection for care TeleCARE cannot provide.
- Keep participation voluntary, and let no one surrender comprehensive coverage before replacement protection is active.
- Require public reporting of costs, access, health outcomes, savings, administrative expenses, approval, delay, and rejection decisions, conflicts of interest, and what happens to verified savings.
Qualified telehealth services are available for approximately $49 per month—or about $600 per year—for many routine-care needs. PHIERS is developing a voluntary pathway to make that access broadly available while preserving comprehensive protection for care telehealth cannot provide. The approximately $600 figure covers routine TeleCARE access. It does not represent the total cost of complete healthcare coverage.
